A very simple question is at hand.  How can we do such a monumental task?

The answer is simple too. Defund it. You announce to the Congress that whatever budget they submit will not contain deficit spending, or you will veto it. Plain and simple.

 

Then you add in the caveat that 500 billion of that budget will be used each year to pay down the debt of 22 trillion dollars.

Any new spending must be offset by cuts somewhere else. No more tax increases on working Americans or small businesses.

This solution may seem simplistic but if you really want the swamp drained, just do it. As the Swamp gets smaller, it loses power and influence, problem solved.
